The Municipal Performance Measurement Program was announced by the
Minister of Municipal Affairs and Housing in October of 2000. It
is "designed to provide taxpayers with useful information on
service delivery and municipalities with a tool to improve those
services over time."
"The ministry’s goals are to:
- promote
better local services, continuous improvement in service
delivery and clear government accountability;
- improve
taxpayer awareness of municipal service delivery; and
- compare
costs and level of performances of municipal services both
internally, year to year, and externally among municipalities."
Although municipalities will be reporting on the same measures,
comparison between municipalities may be difficult. Factors such
as the level of service set by the municipality and the geographic
size and location of the municipality will impact comparisons
between municipalities. This program will be most valuable in
comparing the results of the municipality year over year to
determine if improvements are being made.
